It seems America(India) is not as accommodating as the European support apparently. Maybe policies have changed over the years but revoking a license because his computer crashed seems a bit strong to me. The default for Adobe is to make it as hard as possible to be able to use the CS versions when a reinstall is required. They will resort to as much hardball tactics as possible to get conversions to subscription.
